As Emperor, I am excercising my constitution right to take control of the governmen tempraliy.
I am establishing a new system of govenment, which will be effective in 2 days.
At the head of the government is the Supreme Leader (aka Emperor), who is the Head of State and has final authority on all matters. However, he does not make laws and the cheif executive is the President. His authority is cheifly moral
Below the Supreme Leader is the three member High Council. Whenever a person leaves the high council, they appoint their own sucessors. To begin with, I place Herr, Shahdev, and Aurelius in this council. This council serves as the cheif legislative, executive, and judicial body in the Empire. Below this High Council, they may establish sub-branches...all answerable to this council. This council also controls the military. From among themselves, they will choose a President (responsible for foreign and military affairs), Premier (responsible for domestic and organizational affairs), and Chancellor (responsible for cultrual and informational affairs), but all 3 much reach a concensus on major decissions. As I have established this as the new system of government, it will be implemented in 2 days. So the old Constitution is out. "Aralan is the constitution."
